Primary Function of Organizational Unit

North Carolina Cooperative Extension gives our residents easy access to the resources and expertise of NC State University and NC A&T State University through educational programs, publications and events. Cooperative Extension agents deliver unbiased, research-based information to North Carolina citizens.

The 4-H Youth Development Program is administered locally by the Cleveland County Extension Center, which receives a significant portion of its operational funding from local government. NC Cooperative Extension is treated as a county department, and seeks whenever possible, to align its programs and services with the strategic goals and priorities set forth by county leaders.

Cleveland County is nestled in the rolling piedmont of the southwestern portion of North Carolina situated in the foothills of the beautiful Blue Ridge Mountains. Our county is the gateway between Asheville and Charlotte and is centered between two of the largest metropolitan areas of the Carolinas— Charlotte and Greenville/Spartanburg. The county’s total population is estimated at 96,287. Approximately 21 percent of the population (20,403 persons) represent the potential 4-H audience— children from 5 to 18 years of age.

The current 4-H program is a mix of traditional 4-H clubs, project clubs, special interest youth programs, school enrichment activities, and seasonal camp opportunities. 4-H enjoys strong support from county government, and has recently established effective partnerships with public schools and other youth-serving agencies and organizations.

Essential Job Duties

The individual in the position will provide leadership for Cleveland County’s 4-H program, which delivers hands-on learning opportunities that equip young people with the skills they need to succeed in life. The 4-H Agent will be responsible for determining programming needs, planning, marketing, implementing and evaluating programs.

Other Work/Responsibilities

Duties include organizing and supporting 4-H clubs; coordinating delivery of 4-H Embryology and other school-based curriculum; orchestrating 4-H special interest projects and activities (including livestock, poultry and shooting sports); recruiting/training/retaining a strong volunteer base; offering summer camp and other enrichment activities, and; preparing youth for competitions and learning experiences at the county, district, state, and national levels.

The position will also leverage and manage program resources (funds) and market and promote 4-H effectively in the local community. As part of the local Extension team, the 4-H Agent is expected to work collaboratively with the County Extension Director, Family & Consumer Sciences Agent, Agricultural Agents, and Administrative Assistant to ensure exceptional customer service and delivery of a needs-based and impact-driven total County Extension Program.

The ability to work effectively with others and build meaningful partnerships and collaborations within the local community is essential to success. The successful 4-H Agent must also create a shared vision for the youth development program among participating youth, parents, volunteer leaders, and stakeholders.

Timely response to client requests for specific and technical information regarding youth education and related topics is an expected role. The successful candidate will be expected to maintain and increase personal professional competencies. The candidate must be flexible to allow for changing responsibilities as needed.

In addition, the successful candidate must demonstrate good time management and organization skills. He/she must also be able to prioritize workload, maintain calendar integrity, delegate effectively, communicate clearly, and maintain accurate program-related documentation and records. Strong interpersonal communications, conflict management and human relation skills are essential to the job.

Minimum Experience/Education

One of the following educational requirements: – A Bachelor’s degree with a cumulative grade point average of 2.5 overall or a 3.0 (based on a 4.0 scale) in child or youth development or related field, – A Bachelor’s degree and the completion of at least one-half of coursework in a Master’s degree curriculum with a cumulative grade point average 3.0 or higher with at least one of the degrees in child or youth development or related field, or – Completion of a Master’s degree with at least one of the degrees in child or youth development or related field. Also required: a personal automobile; computer literacy; strong oral and written communication skills; the ability to plan, implement, market, and evaluate educational programs; willingness to work as a team member and support a total Extension program; and the ability to handle multiple demands and set priorities. Personal Attributes: Successful performance of the duties encompassed in the County Extension Agent’s job requires that the individual possess habits of industry, a sense of responsibility, and a genuine appreciation for the worth of the individual. The employee must be adept in both oral and written communication. The County Extension Agent is eligible to become a member of the non-tenure track/special faculty at North Carolina State University. The County Extension Agent has primary responsibility for planning, executing, and evaluating that phase of county Extension programs within assigned areas of program responsibility. The County Extension Agent cooperates with colleagues in the North Carolina Cooperative Extension Service and county leaders in performing assigned responsibilities. The performance of assigned responsibilities is governed by the philosophy, objectives, policies, and procedures of the North Carolina Cooperative Extension Service.

Departmental Required Skills

Bachelor’s degree in youth or child development, family consumer science, or a related discipline is required. Modern computer literacy is required. This includes ability to utilize word processing, spreadsheets, and email programs as well as the ability to utilize social media and multimedia. Also use of other forms of media for marketing program, such as newspaper articles and radio.

Preferred Experience, Skills, Training/Education

The 4-H Agent should be personable and proficient in relationship-building. He/she should also be sensitive to diversity issues and demonstrate the capacity to motivate others. Some 4-H knowledge or experience is preferred.
