Primary Function of Organizational Unit

Founded in 1966, the Center for Urban Affairs and Community Services (CUACS) extends the educational research capabilities of NC State University to governmental and community agencies. The Center operates under a mandate to provide research and technical assistance to state and local government as well as to the faculty and staff of NC State. As part of the Center’s work with state government, a new program Technical Outreach to Public Schools (TOPS) was established to support functions critical to public education K-12. NC State will collaborate in areas of mutual interest with the North Carolina Department of Public Instruction (NCDPI) to support public schools on educational areas of high priority. Specifically, NC State will work with NCDPI in applying research and development skills to major educational and technological issues and by providing product and quality control support to the measurement of educational performance in the state’s 115 local school systems. TOPS will: 1) provide research, technical, and training assistance in carrying out assessments on a statewide basis; 2) develop tests and provide support for technological improvements for data-driven decision-making; 3) conduct needs assessment and research studies in priority areas of mutual interest. These work activities are highly sensitive and confidential and are technically complex.

Essential Job Duties

Provide leadership and management of systems deployed and being developed, application testing, debugging, maintenance, and support of extended large scale load balanced web applications. Work includes web app and database server management, systems analysis, systems design, process automation, application management, testing, assistance as necessary with expert technical operation support (help desk), and training to program staff and clients. Produce detailed documentation on system designs and operations. Additionally, programming, scripting, and database administration work is required. This position manages database administrators, networking technologies, web hosting administrators, other systems administrators, programmers/developers, and technical support work groups.

Other Work/Responsibilities

Must have advanced knowledge and skill as a technical support manager running load balanced server collections. Must have knowledge and ability to quickly and effectively create and modify web servers running IIS, Tomcat, and Apache and the hosted web based applications that utilize JavaScript and database systems (MySQL, MS SQL, others). The ability to modify and optimize database systems, schema, tables, and queries is required. Thorough knowledge of desktop workstation computers, web browser software, mobile devices, networking, servers, data management and programming techniques as well as knowledge of the capabilities and limitations of computer systems and peripherals required. Must be able to install and maintain a wide variety of hardware, software, and operating systems including Linux, Windows, OS X, iOS, Android, and et cetera.
Expert use and management of computer applications including database management systems and application management. Plan, organize, schedule and produce products within tight timelines.

Minimum Experience/Education

Bachelor’s degree with nine credit hours in programming and one year of experience in business application consulting or development; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education

Graduation from a four-year college or university with degree in Information Systems Management or related curriculum is preferred. Prefer a minimum of one year experience in use and administration of web hosting systems and experience with programming with database integrations. Ability to lead a knowledgeable work group, plan, organize and schedule work for tight deadlines. Must be able communicate effectively orally and in writing including producing reports.
